 East Lake Pool Update

August 29th

A. The New Pavilion is 100% complete.
B. The East Lake Marina Electrical and Security Project is 100% Complete.
•   Grass will be refurbished in the fall as maintenance project.
• Final Shoreline rock will be added this as maintenance project.
C. The New East Lake Pool is 10% Complete.
• All demolition is complete.
• Building foundation is complete.
• Plumbing and electrical elements are being installed in foundation.
• Pool floor structural steel is complete. Pouring concrete floor this week.
• 35 year old Tennis Court lights are under review.
• Opening Date: Memorial Day 2018
D. New East Lake Play Park
• Was part of program 2020 and then it got put on hold during litigation.
• In July, the Board of Directors authorized staff to get concepts and initial budget pricing for review.
• Concepts are being circulated via Ripples and email for LPOA member comments.

E. Activities Center

This project remains on hold.

July 25th

May 22nd

East Lake Marina
We will hydro-seed this Thursday. We still have some gabion and decorative rock to install along the shoreline to complete this project.
All dock repairs are complete.

Cove Pavilion
We are going to pour the concrete starting tomorrow (Tuesday) and will continue to pour thru Friday ( Weather Permitting) Please note that colored concrete can only be poured when there is no rain in the forecast for a 24 hour period after pouring. Discoloration can occur if it gets rain before that.

 

We do anticipate the Pavilion to be open for business, including all of the furniture in place, bathrooms and snack bar, on time for Saturday. Some landscaping and work around the outside of the building will be completed the following week.

 

Pool Pumps are on, the pool is full and filtering and our Pool Contractor is getting the pool deck cleaned and ready for another wonderful season.

 

East Lake Pool

We are finalizing some resubmittals for the City and we anticipate obtaining the permits soon. Job trailer is on site. Contractors will be mobilizing and preparing the site on June 1 and we are looking at demolition beginning around the 15th of June.

 

 

May 16th

East Lake Marina

Final backfill and grading will be complete by Wednesday of this week. We will then Hydro-seed and start growing grass in this area. We have some gabion and decorative rock to install along the shoreline to complete this project.
Tiger Docks is on-site this week to replace the roof on 'B' Dock, replace the Loading Dock, and make final repairs to the remaining docks.

Cove Pavilion

The Pavilion is on schedule. Lots of rain this spring is put the project in a sprint to the finish line. The major remaining task for occupancy is pouring the concrete deck. This should begin Thursday of this week but the weather looks questionable at this time. All utilities are operational and the finishing touches are being put on the interior and exterior this week. Food and Beverage will begin setting up their operations next week.

Pool Pumps are on and our Pool Contractor is getting the pool ready for another wonderful season.

 

East Lake Pool

We are finalizing some resubmittals for the City and we anticipate obtaining the permits soon. Contractors will be mobilizing and preparing the site on June 1 and we are looking at demolition beginning around the 15th of June.

 

May 3rd 

East Lake Marina
The Marina is fully activated with power / security / and gate access and all shoreline work as well as the retaining wall and armoring of the face of the dam is complete. We have begun the backfilling with black dirt and we will mat and seed as we go. Under the 2017 Lakewood Improvement Program, we will be starting to replace 'B' dock roof with a new (correction) Hunter Green roof. The floods in St. Louis have delayed our Dock Crew as they are busy with emergency projects there. We were able to get new cables on several docks while Tiger and the Dive crew were here last week.

Cove Pavilion
The Pavilion is on schedule. The exterior finishes are completed and the interior ceilings are in place. Interior finishes and floor tile are complete. The Roof structure is complete and we will finish the tongue in groove decking this week and the DaVinci roof material will go on quickly next week. Final installation of storm water piping and final conduit is underway. Electrical power should be on by early next week. Concrete deck will follow soon.

 

East Lake Pool
The final pricing of the East Lake Pool was approved on Thursday 4-13-17 at the Board of Directors Meeting. Permit applications have been submitted to the City of Lees Summit. Demolition will begin the first of June. This Pool will be complete and ready for operation in Spring of 2018.

 

April 18th

East Lake Marina
The Marina is fully activated with power / security / and gate access and all shoreline work as well as the retaining wall and armoring of the face of the dam is complete. Under the 2017 Lakewood Improvement Program, we will be starting in the next several weeks to replace 'B' dock roof with a new (correction) Hunter Green roof. We will also be replacing some decking on several docks as well as adding cable anchors to better secure several docks.
Final dirt fill and grading with seed and mat will begin soon.

Cove Pavilion
The Pavilion is on schedule. The exterior finishes are completed and the interior ceilings are in place. Interior finishes and floor tile are beginning to complete. The Roof structure is complete and we are beginning the tongue in groove decking which will be followed by the DaVinci Roofing material.

 

East Lake Pool
The final pricing of the East Lake Pool was approved on Thursday 4-13-17 at the Board of Directors Meeting. Permitting will begin immediately and construction start date is 6-1-17. This Pool will be complete and ready for operation in Spring of 2018.

 

 

April 10th

East Lake Marina

March 29th

East Lake Marina
The Marina is fully activated with power / security / and gate access. Be sure to have your new LPOA I.D. card to access your dock. We have been installing the retaining wall block this week. The blocks will be backfilled with ¾" limestone on Thursday 3-30-17. Under the 2017 Lakewood Improvement Program, we will be starting in the next several weeks to replace 'B' dock roof with a new navy blue roof. We will also be replacing some decking on several docks as well as adding cable anchors to better secure several docks.

Cove Pavilion
The Pavilion is on schedule. The exterior finishes are completing, the ceilings are in place and the interior finishes will begin next week. We kept the tent up an extra week due to the weather forecast of heavy rains. Next week the tent will come down and the contractor will set a large crane in the parking lot and they will install the roof support beams and begin decking the roof. Completion date 5-10-17.

 

East Lake Pool
Design is complete and Board Approved. Pricing is ongoing and will be submitted to the Board in their April meeting. Completion date 11-15-17

 

March 21st

East Lake Marina
All infrastructure is complete and working well. The entry gates are working and we will be installing the software by Wednesday Thursday. At this that point, the gates will be secure and only a current Lakewood I.D. Card will open them. Be sure to have your new LPOA I.D. card to access your dock. We will be installing some retaining wall blocks and completing the site grading and clean up in the next week. This will complete the base project. Under the 2017 Lakewood Improvement Program, we will be starting in the next several weeks to replace 'B' dock roof with a new navy blue roof. We will also be replacing some decking on several docks as well as adding cable anchors to better secure several docks.

At this point the contractor will set a large crane in the parking lot and they will install the roof support beams and begin decking the roof. Completion date 5-10-17.

March 14th

East Lake Marina
We are pleased to announce that the Marina Power is back on and the system has passed the final City Inspection. You now have safe, reliable electrical service and lighting to the docks and all docks are now accessible by the membership. Security Cameras are operational and broadcasting in High Definition. The Sidewalks are all installed for access to all the docks from the parking lot. We will be bringing the entry gate electronics on line in the next several days so be sure to have your new LPOA I.D. card to access your dock. We will be installing some retaining wall blocks and completing the site grading and clean up in the next two weeks. This will complete the base project. March 7th 2017

East Lake Marina
We now have a date from KCP&L to hook up the power on Tuesday 3-14-17. (note: this date was received yesterday and prior to the powerful storm on 3-6-17. We anticipate this backlog may affect the 3-14-17 schedule) All wiring is in place so once we get power on the system will remain on and it will be complete. The remaining sidewalk across the dam will be poured tomorrow 3-8-17. Once the sidewalk cures for about a week, the contractor will come back and install the retaining blocks and backfill.

Cove Pavilion
The Pavilion is ahead of schedule. Walls and concrete cap are complete and wall exterior finish work is going well. Tent will come down in about a week. Completion date 5-10-17.

 

East Lake Pool
Design is complete and Board Approved. Pricing is ongoing and will be submitted to the Board in their April meeting. Completion date 11-15-17.

 

February 27th

A. East Lake Marina
We are coordinating a start-up date with KCP&L and we hope to have power back on to the Marina next week. The remaining sidewalk across the dam, sidewalk from parking lot to lower walkway and final clean-up will follow. Completion date 3-15-17.

B. Cove Pavilion
The Pavilion is ahead of schedule. Walls and concrete cap are complete and wall exterior finish work is beginning. Tent will come down in 2 weeks. Completion date 5-10-17.

 

C. East Lake Pool
Design is complete and Board Approved. Pricing is ongoing. Completion date 11-15-17.

 

February 20th

A. East Lake Marina
We are coordinating with KCP&L and we hope to have power back on to the Marina this week. The sidewalk and final clean up will follow. Completion date 3-15-17.

B. Cove Pavilion
The Pavilion is ahead of schedule. walls and concrete cap are complete and wall exterior finish work is beginning. Completion date 5-10-17.

C. East Lake Pool
Design is complete and Board Approved. Pricing is ongoing. Completion date 11-15-17.

 

February 13th

A. East Lake Marina
The 100 Amp and the 400 Amp Power Panels are mounted. The Security and Control Panel will mount Wednesday. The Electrical Crew starts today and will start mounting light poles and pull final wire. Looks like we have a stretch of good weather so we should have power on to the Marina by next week. Once the electrical system is energized, we will re-locate the underground power and finish pouring the sidewalk on the dam. Once all construction is finished, we will clean up the area and backfill with dirt, then seed and sod as required. Completion date is March 15, 2017

B. Cove Aquatic Center Pavilion
On Schedule and going very well. All walls and support columns are up. The Concrete Ceiling over the bathrooms will be poured this week. Completion date is May 10, 2017

 

C. East Lake Pool
Final Design was approved at the 2-9-16 Board Meeting. We will finalize pricing negotiations and receive bids on subcontract work and submit final package to the Board for approval in the April Board Meeting. Anticipated construction start date is June 1, 2017. Anticipated completion date is November 15,2017.

 

 

February 6th

A. East Lake Marina
The Electrical Crew is still busy at the Pavilion. Control Cabinets will be installed as soon as we get the crew and weather to complete these requirements. The Pavilion wiring is critical as it has to flow with the construction of the walls and ceiling. Final Wire will then be pulled and terminated. Once the electrical system is energized, we will re-locate the underground power and finish pouring the sidewalk on the dam. Completion date is March 15, 2017

B. Cove Aquatic Center Pavilion
On Schedule and going very well. All walls are up. The crews are completing interior piping and wiring and they are preparing to pour the concrete ceiling. Completion date is May 10, 2017

 

C. East Lake Pool
Final Design will be submitted in the 2-9-17 Board Meeting . Soil borings are complete. Anticipated construction start date is June 1, 2017. Anticipated completion date is November 15,2017.

 

January 30th

The Electrical Crew is working at the Pavilion. Control Cabinets will be installed as soon as they finish this weeks requirements. Final Wire will then be pulled and terminated. On Schedule. Floor is poured. Tent is Up and is being heated. Masonry work is progressing rapidly. Once all walls are complete, the tent will come down. Completion date is May 10, 2017

Once we see a break, we will continue with the retaining wall along the dam and then pour the remaining sidewalk. Installing light poles, Control Cabinets and pulling wire will begin in about 4 to 6 weeks weather permitting. Completion date is March 15, 2017

B. Cove Aquatic Center Pavilion
On Schedule. Footings have been poured . Foundation work continues. Steel will be erected after the Holiday break. Then the tent will be erected over the area so we can heat the interior and perform the masonry work during January and February. Completion date is May 10, 2017

Once we see a break, we will continue with the retaining wall along the dam and then pour the remaining sidewalk. Installing light poles, Control Cabinets and pulling wire will begin in about 4 to 6 weeks weather permitting. Completion date is March 15, 2017

December 5th

A. East Lake Marina

140 Tons of AB3 base was installed along the dam as foundation for the new sidewalk along the dam. This week we will pour the sidewalks up to the dam as well as the foundations for the Control Panels. All Electrical infra-structure is in the ground and buried.  Weather will become a factor later this week and progress will slow down or stop until we get another week of above freezing temperatures.

 

B. Cove Aquatic Center Pavilion

Grade has been established and completed. Excavation for utilities and Footings is ongoing.  This is now a construction zone. Please keep clear of the area until we complete construction in May of 2017. Completion date is scheduled for May 10, 2017.

 

C. East Lake Pool

We are still in redesign and making several additional changes to optimize the facility with keep the park and parking lot intact. This will take one more week before a finalized concept can be reviewed and subsequently approved. After approval, final drawings will be completed and we will begin the pricing phase. Anticipated construction start date is June 1, 2017.

 

November 28th

A. East Lake Marina
Electrical work is proceeding on schedule. Shoreline improvement is underway. The crew is refurbishing the shoreline from the ramp to the dam with 6" limestone rock. Electrical panel foundations and sidewalk up to the dam will pour the end of this week and into next week, weather and temperature permitting.

B. Cove Aquatic Center Pavilion
Grade has been established and completed. Excavation for utilities will begin next week. This is now a construction zone. Please keep clear of the area until we complete construction in May of 2017. Completion date is scheduled for May 10, 2017.

 

C. East Lake Pool
We are still in redesign and making several additional changes to optimize the facility with keep the park and parking lot intact. This will take two more weeks before a finalized concept can be reviewed and subsequently approved. After approval, final drawings will be completed and we will begin the pricing phase. November 21st

A.East Lake Marina
Electrical work is proceeding on schedule. All on shore conduit has been run and all lighting and panel piers have been poured. Grade is being established for Sidewalks this week and final backfill of piers and around bulkhead concrete is in progress. This will be a short week due to the Holiday. Next week will include sidewalk pour for the portion of the marina south of the dam. This is still a construction zone so anyone entering the entire east lake marina area should use extreme caution and should do so at their own risk if it is absolutely necessary to get to your boat dock.

B. Cove Aquatic Center Pavilion.
Grading is in progress and the Construction Office trailer is now on site. Excavation for utilities will begin next week. This is now a construction zone. Please keep clear of the area until we complete construction in May of 2017. Completion date is scheduled for May 10, 2017.

 

C. East Lake Pool
The redesign will be complete next week and ready for initial review. After approval, final drawings will be completed and we will begin the pricing phase. Anticipated construction start date is June 1, 2017.

 

November 14th

East Lake Marina
Electrical work is proceeding on schedule. All trenches are filled and we will be running conduit on the dam this week. We are also going to begin grading for the new sidewalks this week. We will have a concrete pump truck on the East Dam on Thursday to pour the light piers and other foundations. This is still a construction zone so anyone entering the entire east lake marina area should use extreme caution and should do so at their own risk if it is absolutely necessary to get to your boat dock.

B. Cove Aquatic Center Pavilion.
The Survey Crew is staking the building site. Grading will begin later this week. This is now a construction zone. Please keep clear of the area until we complete construction in May of 2017.

 

C. East Lake Pool
We are modifying the plans to incorporate a smaller pavilion type structure similar to the New Cove Pavilion in looks. Rose Design will do the design of the East Lake Building and use the same layout for the bathrooms as what is being built at the Cove Pavilion. With this change, we believe we will have brought the project back into the budget framework. Once we have achieved a design within budget, we will then issue contracts and start the permit process.

 

November 7th

A. East Lake Marina
Electrical work is proceeding on schedule. Conduit Installation up to the dam area is complete. We will begin prepping the dam area for conduit later this week. This week we will continue to fill the trenches that were dug to install the electrical conduit. We will then have gravel pathways to the ramps for easier access onto the docks for boat winterization. This is still a construction zone so anyone entering the entire east lake marina area should use extreme caution and should do so at their own risk if it is absolutely necessary to get to your boat dock.

B. Cove Aquatic Center Pavilion.
We have received the permits and we have selected subcontractors. The Survey company will begin staking the area which will be followed by grading next week.

C. East Lake Pool
We are modifying the plans to incorporate a smaller pavilion type structure similar to the New Cove Pavilion in looks. Rose Design will do the design of the East Lake Building and use the same layout for the bathrooms as what is being built at the Cove Pavilion. October 31st

A. East Lake Marina
Electrical work is proceeding on schedule. All Marina ramps and gates are installed and secured. New winch anchors were installed to secure two docks. This week we will be beginning to fill the trenches that were dug to install the electrical conduit. We will then have gravel pathways to the ramps for easier access onto the docks for boat winterization.


B. Cove Aquatic Center Pavilion.
We have received the permit and we have selected subcontractors. Site work to begin this week.

C. East Lake Pool
We are modifying the plans to incorporate a smaller pavilion type structure similar to the New Cove Pavilion in looks. Rose Design will do the design of the East Lake Building and use the same layout for the bathrooms as what is being built at the Cove Pavilion. With this change, we believe we will have brought the project back into the budget framework. Once we have achieved a design within budget, we will then issue contracts and start the permit process.

October 24th

East Lake Marina

Electrical work will start today and will have a four week duration, weather permitting. The Docks will be attached to the bulkheads starting on Tuesday and will be complete by Wednesday. New cables will be attached to several docks and we will place the docks in their final alignment.

 

Cove Aquatic Center Pavilion

 

We will select final sub-contractors this week. Work to begin soon.

 

East Lake Pool

 

We are continuing to modify the plans to incorporate a smaller pavilion type structure similar to the New Cove Pavilion in looks along with a six (6) lap lane competition pool with the zero entry feature. Rose Design and K.C Gunite are working on the final drawings and we will Present the final  design soon.

 

 

October 17th

East Lake Marina


The New Ramps and Entry Docks are in place. Concrete Bulkheads and cable pilings are poured and are curing. We will connect the Docks to the bulkheads and attach the balance of cables to shore piers starting Tuesday of next week. We will also be replacing some broken winch cables and adding winches to a dock to stabilize it. Trenching and installing conduits has been delayed a week so we can revise the design to decrease wire sizes. We will have the revised drawings to City of LS this week for permit. Please be cautious of open trench areas during this timeframe.

Cove Aquatic Center Pavilion


We are evaluating subcontractor bids and materials delivery. Permit is in final stage. We hope to begin site work within a week.

Rose Design will do the design of the East Lake Building and use the same layout for the bathrooms as what is being built at the Cove Pavilion. With this change, we believe we will have brought the project back into the budget framework. October 10th

East Lake Marina


The New Ramps and Entry Docks are on site and will be installed this week. All demolition will be complete as of today and the Concrete Bulkheads that support the shore end of the ramps will be poured this week. After they cure, sometime next week, we will connect the ramps to the bulkheads so people can then access the docks. Trenching and installing conduits will begin on Wednesday of this week and run for about 4 weeks. Please be cautious of open trench areas during this timeframe.

Cove Aquatic Center Pavilion


We should complete the permitting process this week and begin grading work as soon as next week, weather permitting.

 

East Lake Pool


We are modifying the plans to incorporate a smaller pavilion type structure similar to the New Cove Pavilion in looks. Rose Design will do the design of the East Lake Building and use the same layout for the bathrooms as what is being built at the Cove Pavilion. With this change, we believe we will have brought the project back into the budget framework. Once we have achieved a design within budget, we will then issue contracts and start the permit process.

September 26, 2016

East Lake Marina

KCP&L will be installing the new Pole and service the week of 10/3 to 10/7. We will begin sidewalk demo and trenching that week as well. All wiring on the existing docks is complete. Once we begin excavating and pouring the new Entry Ramp Bulkheads, it will be hard to access the docks and there will be a several week window in October where the docks will not be accessible.

 

We are on track to have this project completed by the first week of November.

 

Cove Pavilion

 

We have contracted with Rose Design-Build and Permits have been applied for at the City of Lee's Summit.  Project Completion date is 5-10-17.

 

In the September 15th Board of Directors meeting, the Board directed Staff to finalize the contract with Rose Design – Build company and move forward with the new Cove Pool Pavilion with a completion date, weather permitting of May 15, 2017 in advance of the 2017 Summer Pool Opening. This project had been delayed by over 9 months due to the Davis et al v. LPOA litigation.

LPOA litigation is over, In the September 15th Board of Directors meeting, the board directed staff to re-secure the financing associated with Program 2020 which will be used to fund the East Lake Pool Project. The final design of the East Lake Pool will be reviewed in October. This Pool Project has been delayed for over 9 months as a result of the Davis v. LPOA litigation. We are moving forward and hope for a completion in 2017. This Pool will not be open in time for Summer 2017 Swim Season due to the delay.

 

September 19th

We anticipate the good weather turning cooler in the next several weeks and we will then begin the demolition of the entire sidewalk along the lake shore. This will be the excavation pathway for the new conduit. All wiring on the existing docks is complete. Another fantastic Swim Season is complete. The mobile bathroom at the Cove Aquatic Center will be removed by Friday September 9th.

May 9, 2016
The 'Infield' sod has been installed and we have plenty of rain to get it growing. We will be trying to keep everyone off the sod until Memorial Day opening weekend. Electrical work should finish this week and we will be able to power up and get the lights on at night. The upper 'Midfield' will be getting the irrigation system fixed this week if we can get a day or two to dry out. After the Irrigation is fixed we will sod the area for a finished look. The area of the play park area where the new water line was run is now sodded and will be ready to use in two weeks.


May 2, 2016

This week looks good for progress after lots of rain last week. The final Landscaping is being done at the Stairway and it will finish this week. Electrical work will resume this week and is projected to complete this week. Striping of the parking lot will happen soon in preparation for the mobile bathroom trailer scheduled to be delivered on the 15th. Final dirtwork / irrigation repair and Sod will begin this week with completion next week.


April 25, 2016
Electrical Work continues. Weather permitting, final dirt preparation will occur this week. Sod will be laid on the lower area and the upper area will be hydro seeded after the irrigation system has been repaired.
The Construction fencing has been removed now that the backfill and grading has been completed. We still urge caution and ask everyone to stay clear of the area until after May 10th .


Monday 18th, 2016
The concrete sidewalks and stairs have been completed as well as the parking lot modifications. We will be removing the construction fence this week and we will just put up orange safety fence around any open trench areas. Comcast Cable has been restored and the last utility which is electrical is in progress. We will be grading and sodding over the next several weeks.


Monday April 11, 2016
Backfill and final grade is complete. The concrete stairs and sidewalks have begun today and will be finished this week. Electrical work begins tomorrow.


Monday April 4, 2016
The New Water Pipes that supply city water to the Spray Park Equipment Room and the Main Pool Equipment Room will be complete today. This was an important milestone.
Demolition of the remaining concrete will begin this week. Once final demolition is complete we will backfill and begin final grading.
Electrical Engineering is complete on the Reconnection and Power Distribution and equipment has been ordered.
We will not be expanding the Pool Deck and Adding additional Solar Shades at this time due to litigation. This will be a feature added into the Pavilion final design.


Monday March 28th, 2016
This is the first of a series of weekly updates regarding the Cove Pool and Cove Aquatic Pavilion.
The Cove Pool will open in time for the swim season and restroom trailers provided. Unfortunately, the estimated June completion for the Cove Aquatic Pavilion will not occur. The East Lake Pool will be closed for the season, however the Bayview and Oaks pools will be open for the season.
All of this is a result of a delay domino effect caused by the lawsuit filed against our association and an optimistic completion date on our part in trying to catch up with the delay caused by the lawsuit. In addition, because of the lawsuit, we feel it would complicate matters if we use our current line of credit with the bank for the construction of the Pavilion. Therefore, rather than proceeding, we feel it prudent to delay construction of the Pavilion. On the upside, the disruption, congestion, dust, noise, etc. that are part of construction will be avoided.
The Board feels that this pause in proceeding with construction during the swim season is the best approach and in the best interests of everyone. During the next two months, after getting needed permits, utilities will be relocated and what would be the footprint of the Pavilion construction area will be fenced and blocked off. As mentioned before, a large multi stall bathroom trailer has already been reserved and will be hooked up to electricity and water in mid May. The parking area will remain the same.
We believe this approach will be less disruptive to residents using the pool this summer and also minimize added costs.
